The Kit was prepared by the affiliates of Public Services International (PSI) in the Philippines consisting of the the Alliance of Filipino Workers (AFW), the Confederation of Independent Unions in the Public Sector (CIU), the Public Services Labor Independent Confederation (PSLINK) and the Philippine Government Employees Association (PGEA).

PSI is a global union federation made up of more than 650 trade unions.
